WhatsApp Business App or API? A plain-English guide for Indian businesses on limits, costs, team access, broadcasts and when it is time to make the switch.

WhatsApp Business App vs API comes down to who replies and how many people you reach. The App is Meta's free phone app for an owner answering customers by hand. The API (the WhatsApp Business Platform) connects your number to software, so a team can share one inbox, send template campaigns, automate replies and link WhatsApp to other tools.
TL;DR
- The App is a free download for one owner and a few linked devices. It works well until more than one person needs to reply properly, or you need to message more people than a broadcast list allows.
- The API is how a business number connects to software: shared team inbox, campaigns to opted-in customers, chatbots, AI replies and integrations. You use it through a platform, not a phone.
- Outside 24 hours, the API needs templates. Once a customer's last message is more than 24 hours old, you can only send a Meta-approved template. That rule is specific to the API.
- The verified badge is not an API-only perk. API numbers can apply for an Official Business Account; App numbers can buy Meta Verified.
- You don't always have to choose. Coexistence keeps the number live on the owner's phone while a platform drives it through the API.
What's the difference between the WhatsApp Business App and the API?
The WhatsApp Business App is a free-to-download phone app that lets a small business chat with customers from its own number, by hand. Meta's Help Center describes it as the way to "communicate with customers from a single device" (WhatsApp Help Center, checked 28 Sep 2026).
The WhatsApp Business API, officially the WhatsApp Business Platform, is a programming interface that lets software send and receive WhatsApp messages on a business number. Meta positions it for businesses that need to "manage high volumes of conversations", accessed either directly or through a Business Solution Provider (same page, checked 28 Sep 2026). There is no API app to download: you see and answer messages in whatever software sits on top of it.

How many people can reply from one WhatsApp Business number?
On the App, your phone is the primary device. The WhatsApp Help Center says you can link up to four more devices, such as WhatsApp Web or Desktop, without a subscription. With multi-agent, a paid feature included in Meta Verified for Business or Meta One plans, you can link up to 10 devices, assign chats to agents and see which agent sent each message (WhatsApp Help Center, checked 28 Sep 2026). Linked devices can't create or view broadcast lists, and they disconnect if the main phone goes unused for more than 14 days (WhatsApp Help Center, checked 28 Sep 2026).
For a clinic with one receptionist, that is plenty. For a coaching institute where four counsellors answer admission enquiries, it's hard to tell who has already replied to whom.
On the API, there are no devices to link. The platform you connect decides how the team works. In Relay, that is a shared inbox where you can assign a conversation to a teammate, mark it Open, Pending or Closed, snooze it, and leave internal notes the customer never sees. It also shows when a colleague is typing in the same chat, so two people don't answer the same lead. Access is role-based: owners, admins and agents can reply, while viewers get read-only access (members and roles). How many seats you get depends on your plan (usage and limits).
Can the WhatsApp Business App send bulk messages?
Yes, within limits. The App's main bulk tool is the broadcast list. According to WhatsApp's Help Center, checked 28 Sep 2026 (source):
- each list can hold up to 256 contacts, and you can create as many lists as you like;
- only contacts who have saved your number in their address book receive the message;
- "people in some countries might see a monthly broadcast limit", which is rolling out gradually.
The App also has paid marketing messages: photo-led promotions that Meta reviews before they go out, charged for each message delivered within five days (how to send and pricing, WhatsApp Help Center, checked 28 Sep 2026).
Picture a D2C skincare brand with 3,000 past buyers and a festive sale. On the App, that means at least 12 broadcast lists sent one by one, and every buyer who never saved the number misses out.
On the API, you message opted-in customers with an approved template, and they don't need to have saved your number. Meta caps how many different people you can message outside a customer service window in a rolling 24 hours. The cap is set for your whole business portfolio and shared by all its numbers. New portfolios start at 250. Either way, you need permission. WhatsApp's Business Messaging Policy, which covers the App and the Platform, says you may only contact people who gave you their number and opted in to hear from you (policy, checked 28 Sep 2026).
What is the 24-hour window, and does it apply to the App?
The 24-hour customer service window is the period after a customer's last message in which a business on the WhatsApp Business Platform may reply with any message, free-form, without a template. Meta's pricing docs say the window opens when the customer messages you and closes when "24 hours have passed since the user last messaged you" (Meta developer docs, checked 28 Sep 2026).
Outside the window, or to start a conversation, the API only lets you send an approved message template. Templates are written in advance, submitted to Meta, and categorised as marketing, utility or authentication. Since 1 July 2025, Meta charges per delivered template message. Service messages (non-template replies inside the window) and utility templates sent inside the window are free until 30 September 2026. From 1 October 2026, Meta charges service messages at the market's utility and authentication rates, after a free tier of 1,000 delivered service messages per business phone number per month, and in-window utility templates become chargeable too (Meta pricing docs and non-template message pricing, checked 28 Sep 2026). The App has no 24-hour template rule. In the Business Messaging Policy, the template and 24-hour window rules sit in the section headed "WhatsApp Business Platform Specific Terms" (policy, checked 28 Sep 2026). On the App, what's limited is reach, through the broadcast limits and paid marketing messages above, not a reply timer.
In Relay, each conversation shows the time left in its window. When the window has closed, the composer switches to "Session expired - use a template" (how the window works in the inbox). Owners and admins create templates under Settings → Templates, submit them to Meta, track each one through Pending, Approved, Rejected or Paused, and sync templates approved in Meta's WhatsApp Manager (message templates).
Can I automate replies or build a chatbot on WhatsApp?
On the App, automation is deliberately light. Meta's own product page lists greeting a customer "the moment they start a conversation" and responding "even when you're away" (WhatsApp Business, checked 28 Sep 2026). In May 2026, Meta also launched Business AI inside the WhatsApp Business App for eligible small and medium businesses in India. It answers FAQs, captures leads and books appointments in Indian languages, and the owner can take over any chat (Meta Newsroom, 14 May 2026). If a single AI assistant is all you need, that may be enough.
The API works the other way around. On its own it only sends and receives messages; it has no rules, menus or bots. The logic comes from whatever sits on top, whether that's your own code or a platform. In Relay, that's three tools:
- Flows: a visual builder for button- and list-driven conversations that wait for the customer's tap or answer. For example, a real-estate enquiry menu that asks for budget and location, then hands the conversation to your team in the shared inbox. Flows are in beta and available from the Starter plan.
- Automations: "when this happens, do that" rules. A trigger such as a first message or a keyword starts a list of steps: send a reply, wait, check a condition, tag the contact, assign the conversation, or call a webhook.
- AI assistant: one-click reply drafts for agents from the Starter plan, and an auto-reply bot with human handoff on the Business plan.
Can the WhatsApp Business App connect to my CRM or online store?
Not directly. The App has no developer API, so other software can't read its chats or send messages from it. When Meta explains how to integrate WhatsApp, it points businesses to the Business Platform, used "directly" or through a Business Solution Provider (WhatsApp Help Center, checked 28 Sep 2026). If a travel agency wants its booking system to send an itinerary automatically, the App can't do it.
The API is built for exactly this. In Relay, the developer tools include:
- A REST API: scoped API keys that can send messages and templates, read conversations and create or update contacts, limited to 120 requests per minute per key;
- Outgoing webhooks: events such as
message.received,message.status_updatedandconversation.createdpushed to your own HTTPS endpoint, each delivery signed with HMAC-SHA256 so you can verify it came from Relay.

Do you need the WhatsApp Business API to get the green tick?
Not necessarily, but the two routes are different programmes. Start with the name: what many people still call the "green tick" is now a blue checkmark. Meta's developer docs describe verified numbers as having "a blue checkmark beside their name" (Meta developer docs, checked 28 Sep 2026).
An Official Business Account (OBA) is a WhatsApp Business Platform number that Meta has verified as an authentic business. To request one, the number must have been on the Platform for at least 30 days, the business portfolio must have passed Business Verification, two-step verification must be on, and the display name must be approved. Meta states that it does "not grant OBA status to … WhatsApp Business app phone numbers" (same docs, checked 28 Sep 2026). Being on the API doesn't guarantee the badge: it only makes you eligible to apply.
On the App, the route is Meta Verified for Business, a paid subscription whose plans include a verified badge, impersonation protection and in-app support, where available (WhatsApp Help Center, checked 28 Sep 2026).
A verified badge alone is not a reason to move to the API.
WhatsApp Business App vs API: which one do you need?
If none of these applies, stay on the App. It's free and it works.
- How many people reply to customers? If it's one person, or two sharing the phone and WhatsApp Web, the App is fine. If three or more people answer, or you need to know who owns each conversation, you need assignment and internal notes. That means paid multi-agent on the App or a shared inbox on the API.
- How many customers do you message at once? If a campaign would need more than a few broadcast lists of 256, or many of your customers never saved your number, the API's template campaigns are the practical route.
- Do you need to reach customers who haven't written recently? On the App, a coaching institute's fee reminders or a clinic's appointment reminders go out by hand. On the API they are approved templates that can be sent automatically, so plan for Meta's per-message fees.
- Do you need structured automation? A menu that routes enquiries, a form that collects details, or follow-ups that fire on a schedule need flows or automations on top of the API. Greeting and away messages won't do the job.
- Does another system need to talk to WhatsApp? If your store, booking system or helpdesk should send or receive messages, you need the API.
- Is the number already live on someone's phone, with no room for downtime? A standard API connection needs a number that isn't active in the WhatsApp or WhatsApp Business app, so you'd delete it there or use a new number (connecting WhatsApp). If the number is how the owner runs the business day to day, read the next section before you migrate.
A yes to question 2, 4 or 5 is usually enough on its own, because the App has no close equivalent. A yes to question 1 alone can sometimes be solved on the App with paid multi-agent.
Can you use the WhatsApp Business App and the API together?
