Send bulk WhatsApp messages in India without getting your number blocked: opt-ins, approved templates, quality rating, messaging limits and safe pacing.

To send bulk WhatsApp messages without getting blocked (a WhatsApp broadcast without a ban), use the official WhatsApp Business Platform, message only people who opted in, send approved templates in the right category, stay inside your daily messaging limit, pace large sends, personalise each message, and check your quality rating after every campaign.
TL;DR
- Opt-in first. WhatsApp's policy lets you message only people who gave you their number and agreed to hear from you. Bought lists break both rules.
- Pick the honest template category. Promotions are marketing. Meta re-categorises disguised promotions, and marketing costs more per message.
- Know your limit. Meta caps how many unique people you can reach in a rolling 24 hours. It starts at 250 for a new business portfolio and rises as you send good-quality messages (Meta, checked 28 Sep 2026).
- Protect your quality rating. Blocks and reports lower it, and a low rating can cost you your limit.
- Clean, segment, pace, personalise. Then read the results before sending the next campaign.
The rules below come from Meta and apply whichever tool you use; Relay's Campaigns is the running example. If you still broadcast from the WhatsApp Business App on a phone, read the WhatsApp Business App vs API first. This guide assumes the API.
What counts as opt-in before you send bulk WhatsApp messages?
Opt-in is a person's recorded permission for your business to message them on WhatsApp. It is not the same as having their number.
The WhatsApp Business Messaging Policy (last updated 23 September 2026, checked 28 September 2026) says you may contact people only if they have given you their phone number and you have received opt-in permission confirming they want to receive messages from you. You choose how to collect it, and you are responsible for doing so in a way that complies with the law that applies to you. The policy also says you must respect every request to stop, whether it reaches you on WhatsApp or anywhere else.
Meta's recommended practices add: cover the kinds of messages you will send, explain the value, and give clear opt-out instructions.
Three practical ways Indian SMBs collect it:
- A website or checkout form. A D2C brand adds an unticked box at checkout: "Send me order updates and offers on WhatsApp." Store the date and the form it came from.
- An in-store QR code. A clinic puts a QR code at reception that opens a chat with the clinic's number, next to a sign that says what patients will receive (appointment reminders, health-camp dates) and how to stop. Messaging you gives you the number. The sign is what makes it informed consent.
- "Message us to join." A coaching institute asks parents to send the word JOIN. In Relay, a Keyword Match automation set to Exact (matching ignores upper and lower case) can run an Add Tag step that tags the contact
opted-in. Your campaigns then target that tag.
How does WhatsApp template approval work, and which category should you use?
A message template is a message you write in advance and submit to Meta for approval. Every campaign uses one, which is what lets it reach people outside the 24-hour customer-service window.
Meta reviews templates automatically when you create or edit them, and review "can take up to 24 hours" (Meta, Template fundamentals, checked 28 Sep 2026). In Relay you create templates under Settings → Templates, choose a category, and fill in a realistic sample value for every variable, because Meta reviews using those samples (Relay docs: Message templates).
The category matters twice: once for approval, and again for cost.
- Marketing: promotions, offers, announcements, re-engagement.
- Utility: according to Meta's categorisation rules (checked 28 Sep 2026), a utility template must be non-promotional and specific to, or requested by, the customer. Examples are an order update or a booking confirmation. Mixed content counts as marketing.
Since 9 April 2025, a template you submit as utility that Meta judges to be marketing is approved as marketing rather than rejected. Businesses that keep miscategorising face escalating penalties: a warning, a cap on utility volume, all utility templates moved to marketing, and finally restrictions on the whole business portfolio (same source). Relay's own troubleshooting lists "promotional content in a Utility template" as a common rejection cause.
On cost, Meta charges per delivered template message, by category and by the recipient's country code. Meta's INR rate card, effective 1 July 2026, lists India at ₹0.8631 per marketing message and ₹0.1150 per utility message (Meta pricing, checked 28 Sep 2026). Both figures are quoted exactly as Meta lists them, on the same basis. The rate card does not say whether GST is included. That makes a marketing message about 7.5 times the price of a utility one. How do quality rating and messaging limits decide whether your number gets blocked?
Two numbers from Meta decide how far you can go, and Relay shows both on the Account health card in the Campaigns Overview (Relay docs: Campaigns).
Your daily messaging limit is the number of unique WhatsApp users your business can reach with templates, outside a customer service window, in a rolling 24 hours. According to Meta's messaging limits documentation (checked 28 September 2026):

Automatic scaling needs two things: high-quality messages across all your numbers and templates, and having used at least half of your current limit in the last 7 days. When both hold, the limit rises one level within 6 hours. The limit belongs to the business portfolio and is shared by every number in it, so one busy number can use up the whole allowance (same source).
Your quality rating is Meta's score of how recipients have reacted to your recent messages. It's rated High, Medium or Low. AWS's WhatsApp documentation (checked 28 Sep 2026) describes the score as based on the past seven days, weighted towards recent messages, using signals such as blocks, reports and the reasons people give when they block. It also says a number flagged for low quality that doesn't improve within seven days has its limit lowered one tier. Relay's docs put it simply: a Low rating can reduce your daily limit.
The rating rises with messages people asked for, sent at a sensible frequency, with an easy way out. It falls when recipients don't recognise you, get too many promotions, or have nowhere to opt out except the block button. Meta does not publish a block-rate threshold, so distrust any exact "safe percentage".
In Relay, click Refresh on the Account health card for Meta's latest figures. Not yet known means Meta hasn't reported a value yet, not a bad rating. A third card, Consecutive days of messaging, shows your sending streak.
How do you clean a contact list before sending bulk WhatsApp messages?
List hygiene prevents most blocks before they happen.
- Never buy or scrape numbers. A purchased list fails both of the policy's conditions: those people didn't give you their number, and they didn't agree to hear from you. Strangers block and report, and that is what drives a quality rating down.
- Remove numbers that can't receive messages. In a campaign's insights, the Could not be delivered reason means the number isn't on WhatsApp or can't receive this kind of message. Relay's advice is to remove those contacts, because re-sending won't help. Filter the recipients table by Failed, export it as a CSV, and delete those contacts from Contacts.
- Honour opt-outs the same day. Add "Reply STOP to unsubscribe" to marketing templates. A Keyword Match automation on STOP (Exact) can Add Tag
opted-out, and every campaign then listsopted-outunder Exclude Tags. If someone asks you to stop by phone or email, add the tag by hand in the contact's Tags tab. The policy covers requests made off WhatsApp too. - Watch the CSV shortcut. Exclude Tags works with every audience option except Upload CSV. Import the file into Contacts first (existing numbers are skipped as duplicates), then target it by tag so your exclusions still apply.
- Segment instead of blasting. Target by tag or custom field so a travel agency sends Goa offers to people who asked about Goa, not to everyone who ever enquired.
Segmentation also helps with a limit many businesses don't know about. According to Meta's per-user marketing limits (checked 28 Sep 2026), WhatsApp may cap the marketing messages a person receives from any business, based on their recent marketing read rate and how full their inbox is. Those messages fail with error 131049, and Meta recommends waiting at least 24 hours before resending. Relay reports these as Withheld by Meta, a reason that also covers contacts who have opted out of your marketing messages, and advises sending marketing to the same people less often.
How fast can you send a WhatsApp broadcast without a ban?
Reach, not speed, is what usually gets a number restricted: how many unique people you message in a rolling 24 hours, and how they react.
Size each send to your limit. Take a hypothetical coaching institute on a new, unverified portfolio at Meta's starting limit of 250. It cannot reach 1,200 parents in one day. It can split them into tagged groups of about 200 and send one group a day. Verifying the business, one of Meta's scaling paths to 2,000, is the faster fix. Relay has no scheduled sending (Send campaign starts straight away), so prepare each group's campaign with Save as Draft and send it on the right day.
Send to your most engaged segment first: people who replied or bought recently are the least likely to block you. If the quality rating holds, widen the audience.
Steady volume also helps: Meta raises the limit only when you've used at least half of it in the last 7 days.
On raw throughput, Relay sends campaign messages in small batches, one after another (Relay docs: Campaigns). One case has a hard ceiling. A coexistence number, which stays live in the WhatsApp Business App while also connected to the API, has a fixed throughput of 20 messages per second (Meta throughput docs, checked 28 Sep 2026), because the phone shares the number's capacity. Relay paces coexistence numbers to exactly that, so large campaigns on them take longer. The 20-per-second cap applies only to coexistence numbers. Relay doesn't impose it on an ordinary API number. If you still go too fast for your number, the failures show as Rate limited. You can re-send to those recipients once you have slowed down.
Does personalising bulk WhatsApp messages reduce blocks?
Personalisation won't rescue a message nobody wanted, but it makes a wanted one easier to recognise, which is often the difference between a reply and a block.
In Relay's campaign wizard, the Personalize step maps each template variable ({{1}}, {{2}}…) to one of three sources (Relay docs: Campaigns):
- Static Value: the same text for everyone.
- Contact Field: the contact's Name, Phone or Email.
- Custom Field: any of your custom fields, such as a preferred locality or a course batch.
A real-estate agency can send "Hi {{1}}, three new 2BHK listings just opened in {{2}}", mapping {{1}} to Name and {{2}} to a "Preferred locality" custom field. The Preview shows the message with sample data, and Next stays disabled until every variable is mapped. Before sending, make sure the custom field is filled in for everyone in the audience, or target only contacts who have a value.
How do you measure blocks and read rates after a WhatsApp campaign?
Relay doesn't list which contacts blocked you. The Messaging quality rating on the Account health card is the signal to watch. Next to it, the Campaigns Overview shows:
- Results in this range: Sent, Delivered, Read, Replied and Failed, as shares of all recipients.
- Day by day: a chart of Sent, Delivered, Read and Failed for each UTC day.
- In flight right now: a live count of Queued, Processing and Sending.
Read counts always run low, because people who turn off read receipts never report a read. Compare read rates between your own campaigns rather than against a benchmark. Low read rates still matter: Meta can pause a template for "recurring negative feedback from customers, or low read-rates" (Meta, Template fundamentals, checked 28 Sep 2026). In Relay, an approved template shows Meta's quality score, GREEN, YELLOW or RED, and a red score means it's at risk of being paused.
Each campaign's insights page breaks failures down by reason. Here is how to act on the common signals. Sending a campaign can't be undone, so "pause" means holding the next one.

What does a safe first bulk campaign look like?
- Target only contacts tagged
opted-in, and excludeopted-out. - Use one approved template in the honest category, with a STOP line.
- Map at least the name variable, and check the Preview.
- Keep the audience under your current daily messaging limit, starting with your most engaged segment.
- After the send, refresh Account health and read the failure reasons before you send the next one.
